CDR Maguire was retained by Boulder County Transportation to provide FEMA Public Assistance Grant Management specifically for the scope and version process for all category C (Roads & Bridges) projects. During the course of a year, CDR Maguire assisted the County in rewriting six (6) Cat-C PWs to capture all eligible costs. These PWs totaled more than $65M.

 

CDR played a crucial role in educating the County engineers and their engineering consultants on FEMA policy to make sure that all documentation submitted was compliant. This kind of mitigation strategy and education has allowed the County to build back to current codes & standards which made the damaged sites more resilient for the future.

 

CDR was instrumental in formulating a process for the County that is now being utilized to rework all of their project submittals while they attempt to mitigate against a potential de-obligation of their flood recovery costs.

 

One of the most significant challenges of this engagement was rewriting projects almost three years later to capture “all damages” previously left out of FEMA’s initial estimates (aka Version 0s). The work was so extensive that FEMA assigned two Technical Assistance Coordinators to work alongside CDR personnel. These teams reviewed photos and videos of the damaged areas, so they could capture a more accurate picture of the damages caused by the 2013 floods.
