When delays occur because the applicant or recipient organization is officially closed or unable to submit grant applications due to the effects of COVID-19, the NIH will consider accepting applications late, on a case-by-case basis, in accordance with the NIH Grants Policy Statement, Section 2.3.9, under the following circumstances:

Institutions must submit applications or reports as soon as possible after reopening or resuming operations so that grant applications can be submitted, not to exceed the number of days the institution was officially closed or unable to submit grant applications.
Institutions must submit a cover letter with the applications with enough detail about the delay so that NIH staff can make a determination whether circumstances justify accepting the application late.
Institutions need not request advance permission to submit late due to this declared emergency.
NIH will be issuing additional guidance related to this public health emergency in the near future.

9 National Dislocated Worker Grants Program Guidance ETA-TEGL-12-19 Department of Labor Employment and Training Administration United States https://www.grants.gov/web/grants/search-grants.html?keywords=CO National Dislocated Worker Grants (DWGs) are discretionary grants awarded by the Secretary of Labor under Section 170 of the Workforce Innovation and Opportunity Act (WIOA) to provide employment-related services for dislocated workers. The Department funds two types of DWGs: Disaster Recovery and Employment Recovery.



Disaster Recovery DWGs provide funding to create temporary employment opportunities to assist with clean-up and recovery efforts when an area impacted by an emergency or major disaster is declared eligible for public assistance by the Federal Emergency Management Agency (FEMA), or is declared, or otherwise recognized, as an emergency or disaster of national significance by a Federal agency with authority or jurisdiction over Federal response to the disaster or emergency.



Employment Recovery DWGs temporarily expand capacity to serve dislocated workers and to meet the increased demand for employment and training services following a qualifying event. Qualifying events include major economic dislocations, such as plant closures, mass layoffs, or higher-than-average demand for employment and training activities for dislocated members of the Armed Forces and their spouses. Under 20 CFR 687.110(a)(5), the Secretary of Labor may determine other major dislocations eligible for Employment Recovery DWGs.
Estimated Total Program Funding: $300,000,000 Award Ceiling: $25,000,000 Award Floor: $150,000 Eligibility varies depending upon the type of National Dislocated Worker Grant requested, as noted below. Please reference the text of TEGL 12-19 for additional requirements. Disaster Recovery DWGs: 1. States, as defined by the Workforce Innovation and Opportunity Act (WIOA) in Section 3(56);2. The intent of the PRMRP Discovery Award is to support innovative, non-incremental, high-risk/potentially high-reward research that will provide new insights, paradigms, technologies, or applications. Studies supported by this award are expected to lay the groundwork for future avenues of scientific investigation. The proposed research project should include a well-formulated, testable hypothesis based on a sound scientific rationale and study design.

Innovation is the most important review criterion. Innovative research may introduce a new paradigm, look at existing problems from new perspectives, or exhibit other highly creative qualities. Research that represents an incremental advancement on previously published work is not considered innovative. The following list, although not all-inclusive, provides examples of research that is not innovative:

• Using a published series of in vitro assays to further characterize a model system

• Incorporating known biomarkers into in vivo or clinical models of the disease or condition

• Investigating the next logical step or continuation of a previous research project

• Proposing work that is an incremental advancement of published data

Inclusion of preliminary data is not required, but is allowed. The strength of the proposed research should be based on sound scientific rationale and logical reasoning. The presentation of substantial preliminary data suggests that the proposed research project would be more appropriately submitted to a different award mechanism. The outcome of research supported by this award should be the generation of robust preliminary data that can be used as a foundation for future research projects. Absence of preliminary data will not negatively affect scientific or programmatic review of the application.

Early career investigators, including postdoctoral fellows (or equivalent), are encouraged to be named by the organization as the Principal Investigator (PI) on the application.

Reviewers at both tiers of review will be blinded to the identity of the PI, collaborator(s), and their organization(s). Due to the blinded nature of the review process, identifying or making references to the PI, collaborator(s), or their organization(s) in certain components of the application is prohibited and will result in administrative rejection of the application. Refer to Section II.D.2.b.i, Full Application Guidelines, for more information. 50 Notice of Special Interest: NIEHS Worker Training Program Coronavirus and Infectious Disease Response Training (Admin Supp Clinical Trial Not Allowed) NOT-ES-20-014 National Institute of Environmental Health Sciences (NIEHS) United States https://grants.nih.gov/grants/guide/notice-files/NOT-ES-20-014.html The purpose of this supplement is to provide support for the conduct of worker-based training to prevent and reduce exposure of hospital employees, emergency first responders, and other workers who are at risk of exposure to Coronavirus through their work duties. The NIEHS Superfund Worker Training Program (WTP) will work collaboratively to develop and target safety and health training for those workers supporting the national Coronavirus response. Using our hazmat trainers’ understanding of worker safety and health protection issues, knowledge of personal protective equipment (PPE) usage, and experience in training disaster workers, WTP will coordinate with the Centers for Disease Control and Prevention (CDC), the Occupational Safety and Health Administration (OSHA), and the National Institute for Occupational Safety and Health (NIOSH) to provide awardees with material to develop an evidence-based curriculum that addresses the science of Coronavirus (clinical symptoms, mode of transmission, persistence in the environment, and treatment); infection control and worker protection (isolation/quarantine and PPE); working in the contaminated environment (sampling and decontamination); and behavioral health resiliency . The funding for this supplement is provided from the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020.

This Notice of Special Interest (NOSI) requests applications for FY 2020 administrative supplements to provide support to conduct worker-based training to prevent and reduce exposure of hospital employees, emergency first responders, and other workers who are at risk of exposure to Coronavirus through their work duties. Under the Infectious Disease Response (IDR) program the WTP implemented an infectious disease response training for workers across sectors who may be exposed to infectious diseases. The program, funded under RFA-ES-15-018 began June 1, 2016, and ran through May 31, 2019 and built federal capacity for biosecurity, biopreparedness, and rapid response to emerging infectious diseases, including developing an infrastructure of trainers and organizations who can be a resource during emergencies. As of May 31, 2019, program grantees delivered approximately 1,700 courses to 36,000 workers, with more than 145,000 contact hours. In-person trainings occurred in 36 states and one territory. A Pathogen Safety Data course was created and piloted to improve workers' health literacy and empower them to perform job hazard analysis on specific pathogens allowing them to mitigate or reduce their exposure while performing their assigned duties.

NIEHS WTP program has over 30 years of experience providing workers health and safety training related to potential exposures to biological hazards as they perform their job duties. Many of the training courses provided by WTP grantees are based off of OSHA’s Bloodborne Pathogens standard (29 CFR 1910.1030 (https://www.osha.gov/laws-regs/regulations/standardnumber/1910/1910.1030)), OSHA’s Respirator Protection standard (29 CFR 1910.134 (https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=12716)), OSHA’s Personal Protective Equipment (PPE) standard (29 CFR 1910.132 (https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=9777)) and Section 5(a)(1) of the Occupational Safety and Health (OSH) Act of 1970 (https://www.osha.gov/laws-regs/oshact/section5-duties), often referred to as the General Duty Clause, and OSHA Best Practices for Hospital-Based First Receivers of Victims (https://www.osha.gov/dts/osta/bestpractices/firstreceivers_hospital.html). WTP grantees have been involved in providing biosafety health and safety training to workers during the H5N1 outbreak, the 2001 Anthrax attacks, the H1N1 Avian Influenza 2009, mold remediation from Hurricanes Katrina and Sandy, to Ebola starting in 2013. Their audiences have spanned the worker population from healthcare workers to volunteers.

Currently, NIEHS WTP grantees are re-programming existing extramural funds to provide Coronavirus preparedness training to their worker populations. As of March 27, 2020, more than 565,000 cases of COVID-19 and 25,000 deaths have been reported worldwide, with more than 92,000 cases and 1,300 deaths in the United States. The severity of illness and course of the infection is heterogenous and appears to be more severe in the elderly and in individuals with underlying comorbidities. To date, SARS-CoV-2 and COVID-19 disease has not caused significant morbidity in infancy and early childhood, a pattern atypical for most viral respiratory diseases. Genomic studies can help inform efforts to prevent, diagnose and treat viral respiratory diseases.

Research Objectives
A better understanding of the host response, associated disease, and short- and long-term clinical outcomes of individuals infected with SARS-CoV-2. For NHGRI grantees only (including those with a current extension of funds or a no cost extension), we encourage the submission of applications for Competitive Revisions to support genomic research on SARS-CoV-2 and COVID-19 disease. Of particular interest are genomic studies utilizing generalized approaches that take advantage of human research or model systems to study the consequences of SARS-CoV-2 infection. Supported research is expected to guide and inform future efforts to diagnose, prevent, mitigate, or treat this viral infection.

Possible research interests include but are not limited to the following:

Develop novel methods using genomic techniques to identify signatures of infection, prognosis, and/or severity of disease in a medical setting.
Development of novel genomic-based tools, kits or reagents to track and monitor SARS-CoV-2 itself and infected individuals.
Computational approaches to integrate human or animal model genomic data with data from SARS-CoV-2 infection, replication, pathogenesis and transmission to inform models of host-pathogen interactions and predict infection outcomes.
Development of visualization, curation and analysis platforms for human and animal model genomic data related to SARS-CoV-2 infection, replication, pathogenesis and transmission studies.
Use of electronic health information, or other relevant clinical, environmental, demographic and social determinants of health data, and accompanying genomic data to aid in tracking and understanding the genetic epidemiology of SARS-CoV-2, and the individual susceptibility and resistance to infection and disease severity.
Studies addressing the ethical, legal and social implications of the use of genetic and genomic information and technologies to diagnose, track, monitor, treat and triage SARS-CoV-2 and COVID-19 infected patients and populations in clinical and public health settings.
Funds may be used for the collection of samples from human cohorts of individuals with COVID-19 symptoms or evidence of SARS-CoV-2 infection or controls, and/or development of novel model systems to expose animals and cells to SARS-CoV-2.
